美航母泊台 北京動武
旺報【記者林永富╱綜合報導】
美國航母若去高雄停靠對美國實際得不到好處，卻反而可能讓北京趁機觸發對台動武的正當性，台灣將首先受害。美國在台協會（AIT）主席莫健（Jim Moriarty）華府當地時間12日在華府智庫「全球台灣研究中心」（GTI）演講時，承認航母泊台可能讓北京對台動武。
莫健老實說
莫健承認，美國對台做任何事情都要權衡利弊得失，如果一個步驟代價超過好處，或許就不是正確的時機去做。他舉最近頗受關注的話題為例，美國航母去高雄停靠就是這種實際得不到好處的沒有意義的行動，反而可能讓北京趁機觸發動武正當性，受害者首先是台灣。
莫健以主題為「確保和加強美台關係」年會上做主旨演講，他回應聽眾針對《台灣關係法》之下，提問請他闡釋現狀問題：美國若派驅逐艦去澎湖或台灣其他地方，按照中方解讀，是否就是違反現狀？
AIT：航母泊高雄 沒意義
莫健回答時表示，美方採取行動當然不能按照中方的解讀。他也坦承，當美國對台灣做每件事情時，需要透過代價與利益的稜鏡來檢視。如果一件事情代價超過利益，或許就不是去做的正確時機。
他以航母泊港來舉例，美國派航母去高雄在現在看來就沒有意義。因為中國有《反分裂國家法》，在這種情形下，北京就可能祭出此法。
他們會說，如果外國軍事基地出現在台灣，與台灣結盟，就足以觸發對台動武的正當性。莫健說，鑒於這種形勢和中國領導人的關切，可能足以迫使他們之間引起更多對抗。
這麼做不會得到任何東西。不過他也強調，除了向北京顯示美國在意美台關係，美國還有航行自由的指導原則，執行航行自由原則更有意義。美國不應在原則問題上向中方讓步，即美國海軍可以去與國際法、準則和實踐相一致的任何地方。
台將成第一個受害者
莫健還說，這是一個你要考慮為你的行動付出什麼代價的問題。台灣會是中方對任何特別步驟進行報復的第一個受害者。強調美方會時刻衡量考慮這個因素，美國應當相當具有彈性。不僅考慮美方或台灣的行動，也要考慮中方內部的態勢是否將北京逼到牆角，讓他們覺得可以正當實施《反分裂國家法》。
